A car that changes owners rarely changes its memory. The immobilizer holds a list of the transponder chips or smart keys it accepts, and that list does not reset when the title moves to your name. If the seller had a second key, a valet key or a fob that went missing years ago, each one may still be on the list, still able to start the engine, still cut to open the doors.
The spare comes first, because it protects you from the expensive case. How easy it is depends on the key system, and the rules are written in the manufacturers' and STRATTEC's own procedures. On General Motors models whose key is stamped PK3 or carries a plus sign (the Circle Plus key), such as the 2007 to 2013 Silverado and the 2005 to 2013 Malibu, a new key is learned from one original key, and the security light going out is the sign it took. Then the question the sale left open: should the keys you never received keep working? Programming a spare does not remove anyone from the list. To clear a key you do not hold, the car rebuilds its list, keeping only the keys present at that moment, so every key and fob you intend to keep has to be in the car while it happens. Each system does it its own way. On the 2014 to 2016 Silverado and Sierra, a timed relearn of about half an hour, three ten-minute cycles, leaves all previously known keys unable to start the truck; STRATTEC's procedure for GM's 2017 and later high-security encrypted key is a similar timed relearn that learns one key and drops the rest.
